Backlash

When Title IX was enacted, many Universities were extremely upset with the law and found that it was hard to implement and comply with. In fact, the University of Texas Athletic Director in 1977 was quoted saying, "Title IX will be the death of intercollegiate athletics as we know it today" (Palsey, 1977). While only one person, he represented the voice of many who found the law extremely unreasonable and far too difficult to follow. 

Trinity University also experienced some backlash for their initial lack of effort to implement Title IX. In 1977 they increased the women's athletic budget by 58% but the total athletic budget only increased by 7% (Palsey, 1977). This demonstrates just how inequitable the funding was for men's and women's athletics at the time and how the University really needed to make a larger budget increase to make the net athletic budget more equitable between men and women's sports.
