After several years as both the football and golf coach, Norris was eventually hired as the athletics director in 1985. He would remain on as the football coach for a couple more years, but the multiple jobs and responsibilities caused a considerable amount of strees for him and he stepped down as football coach to concentrate on the athletics director job. During this time Norris oversaw the expansion of the Bell Center, while also continuing to help the athletic program make it's transition to Division 3.

He would remain as the athletic director into the 1990s until he passed the reigns over to Bob King, who remains the athletics director to this day. He eventually retired from the Trinity staff in 2001 after serving 40 years as part of Trinity athletics. He was inducted into the Trinity University Athletic Hall of Fame in 2007.
